Amazon is one of the world's largest e-commerce platforms, similar to Taobao and Pinduoduo, providing users with online sales of goods. Similarly, in China, Amazon requires all children's toys and products to provide a CPC certificate.
What is CPC certification?
CPC certification, also known as Children's Product Certificate, refers to a written children's product certificate issued by a manufacturer or importer to prove that their children's products comply with all applicable children's product safety regulations.
This certification depends on whether the product has passed laboratory testing, and laboratory testing must be conducted in a third-party testing laboratory. The laboratory must be recognized by the Consumer Product Safety Committee (CPSC).
Which products require CPC certification?
CPC certification applies to all products sold in the US market that primarily target children aged 12 and below, such as toys, cradles, children's clothing, etc., including but not limited to children's toys, cribs, strollers, children's seats, etc.
When do I need a CPC certificate?
As an "importer", cross-border sellers who want to sell products produced by Chinese factories to the United States need to provide a CPC certificate to Amazon as a retail/distributor. If produced locally in the United States, the manufacturer is responsible for providing it, and if produced in other countries, the importer is responsible for providing it. If there is no CPC certification, if the goods are sampled for inspection, the customs will determine them as unqualified and result in the detention of goods.
In addition, Amazon USA's CPC certification is a mandatory certification for children's products. Without CPC certification, products cannot be sold on the platform.
What information does the CPC certificate need to include?
-Product information (name and description);
-All applicable regulations and rules for the product
-Information of importer or manufacturer (in the United States): including name, address, and phone number;
-Contact information of the holder of the test result file supporting the certificate: name, address, email address, and phone number;
-The production date and address of the product must be in the month month, and the address must be in the city;
-The testing report based on the testing time and address or certificate;
Common testing standards for CPC:
① CPSIA total lead and ortho benzene;
② American Toy Standard ASTM F963;
③ Safety standard for electric toys 16 CFR Part 1505;
④ Ring toys require 16 CFR Part 1510;
⑤ Pacifier safety standard 16 CFR Part 1511;
⑥ Burning performance of children's clothing and carpets, such as 16 CFR Part 1610;
⑦ Preschool products: Product standards for strollers, cribs, fences, straps, safety seats, bicycle helmets, and more.
What are the ASTM testing standards for toys?
ASTM F963 "Toy Safety" is the most important toy safety standard in the United States and also a highly influential toy safety standard internationally. This standard is a voluntary and non mandatory standard. Although it is a voluntary standard, in commercial practice, toys that do not meet ASTM F963 cannot enter the US market.
